Generate a clip

http://localhost:8080/api/v1/partner/clips/generate

Creates a clip via the HLS export pipeline and returns a trackable job
whose id equals the new clip_id. Provide numeric
start_offset_seconds / end_offset_seconds (seconds from stream start
for source=replay, or seconds-ago for source=live_dvr).
Subscribe to clip.created, clip.ready, and clip.failed webhooks.
